A missed sync should warn you and then try again in a period of time, not just lock you out without warning. As an aside I have played offline with this PS4 and have it set as my primary with licenses synced. PSN came back up, and I am now able to access my games, the lock is gone.
Wanting to debunk the above perception of consumer fault, I did nothing, didn't start a game, didn't activate, didn't sync licenses and then powered down and unplugged my Ethernet cable. I then powered back on, and still able to access my games.

I played 2 days ago. I was locked out of all my digital downloads today. I had a rare, free afternoon and could not access ANY of my games. This should not be the case - there is an issue with DRM and it is not functioning properly. If it was functioning properly, then I would have access to all the content I purchased - this did not happen this afternoon.
