Hi — yes, you can access cloud storage for both PS3 and PS4 games. I have seen some games be removed. I have never played any of the Assassins Creed games and there were some on there when I first subscribed. By the time I got around to checking them out they were unavailable.
But it appears to be infrequent that a game is removed. I wonder if it has something to do with the publisher or licensing. Overall I have been very happy with the service and I have been using it for over a year and a half. I imagine it is like Netflix where they have rights to have certain games on for certain windows of time and then if those licenses are not renewed, can you return downloaded ps4 games, they fall out of the library while other titles get added.

Sony should have pieced together a workaround for them where I can just download my save straight from the PS now cloud. Sony you got to do better.
